This is the referenced flag: https://source.chromium.org/chromium/chromium/src/+/main:media/mojo/services/gpu_mojo_media_client_cros.cc;l=102 that is blocking some gpus from getting HW acceleration in VaapiVideoDecoder. I wrote this code, and will be disabling the kUseChromeOSDirectVideoDecoder flag at some point in Q4, or maybe early Q1/2023
