ImgBurn is the only Windows software I know of that can generate
UDF volumes (with 2 KiB optical media/disc -sized sectors/blocks) (as opposed to half-KiB (512 byte) block-sized U.D.F. volumes for hdd and flash media
that has fractions of (granularity precision resolution) of less than whole-number integer seconds (some values to the right of a decimal point).

also its UDF volumes represent (the atimes can differ from the produced mtimes of each file and folder/directory) and not only that ctimes (which, in Windows represents birth/creation timestamps, not last-changed, as *nix systems do) if UDF revision 2.01 or higher is selected (not 1.50 nor 1.02) -- AND a setting is chosen under ____

2.5.7.0 (from 2012 or 2011?) is the version that I have used and recommend. It is the second-last release/revision of this software.

Hiren's Boot CD (including remixes/remasterings derivatives) include a portable version of this. There is probably a portable apps version.

2.5.8.0 (as of now --Fleetwood (talk) 21:39, 11 June 2014 (UTC) the latest, but has some minor adware bundled? _candy _ ?)

official ChangeLog from the official website. Latest version: "2.5.8.0" Released: Sunday 16th June 2013.

The one I prefer is the previous, 2.5.7.0 Released: Thursday 29th March 2012

portable version

Try Hiren's Boot CD for a portable version of the software. Simply burn the .iso of a Hiren's image (there are many derviatives of this available try torrents)

Veritfy that the .iso was burned to the CD-R properly. Either boot up the CD-R into it's mini (Win P.E. BartPE) XP (no no no!)

or in a running Windows system, mount the CD-R iso image (stick the optical disc into the drive tray) load

and there should be a menu of portable software to choose from. Find ImgBurn.

I have not verified these (careful!) -- remember, this is Windows software.

ImgBurn – 2.5.7.0 Portable on January 2, 2013]

G doc posted on How to make ImgBurn portable

InfraRecorder

InfraRecorder hasn't been updated since September 2012 (at version 0.53) it uses (via cygwin -derived) cdrtools (from what yaer 2004 codebase?) cdrecord.exe mkisofs.exe <-- readcd.exe

(there are cdrkit-based counterparts floating around too ) (use wodim and genisoimage and icedax.exe)

the UDF generation I believe is not from mkisofs.exe and those timestamps cannot be read by windows, but Linux can! whole-number integer second timestamp resolution

ImgBurn and InfraRecorder's UDF volumes timestamps can match represent differing atimes from mtimes of corresponding source folders and files!

Glorysoft

Glorysoft

makes ISOworkshop and __burner

It gives a choice of ISO 9660 with any combination of that (levels 1, 2, or 3) and Joliet (and joliet-long) along with 4 revisions of UDF 1.02 1.50 2.00? 2.01 ?and 2.50??

it uses Foxit libraries (framework backend core) ? Fox burner ???

UDF volumes timestamps cannot be read by windows but they are by Linux they teh c , m , and a times can differ (are one-second integer whole-number resolution)
