'''Grub fails'''

I followed the instructions on this page and the Installation Guide (pretty) faithfully.  Things went fairly smoothly.

The first wrinkle was that I couldn't turn off the Legacy Option Rom in BIOS.  Once I told it that I was doing a Legacy boot, it forced enable. BIOS version says 2.2.0

When I went to install Grub, I got some errors.  I finally decided that Grub neede 2 partitions.  On the Grub page it tells me that 1MB will be sufficient for the partition type BIOS Boot (4), but when I install Grub, the boot directory grows to 11MB -- so evidently, the 2 things are not the same.

Once I have them both created, both grub-install and grub-mkconfig run without error.  However, the machine will not boot.  It says "No bootable devices"  I ''am'' supposed to be partitioning and booting from mmcblk0 - yes?  Anyhow, I don't see how to proceed, except to start over and try to get EFI boot to work.
