Took a stab at modernizing the article (systemd) and cleaning up the crap

Broke into three pages:

  1. Main - Netcfg
  2. Tips/tricks - Netcfg_Tips
  3. Troubleshooting - Netcfg_Troubleshooting

Please contribute to all three!

Divorce systemd and initscript

@Graysky I'm sorry I made such a bold edit without first discussing it, but I thought initscripts were unsupported as of now. Should I reverse my edit? Apologies!
