Moving chroot section over to Developer Wiki

Should the chroot section be moved over to the Developer Wiki, because it satisfies both the developer wiki and also the pacstrap page, as you can create chroots using pacstrap, but chroots are primarily used by developers.

Container creation

(a) In principle, I agree that "chroot" section should be in the Developer Wiki.

(b) pacstrap is a tool to create (initially populate?) Linux containers. We have LXC and systemd-nspawn, and I don't have strong opinion or clear vision on how pacstrap-related info should be spread.

I think that some examples for -N would be useful here. I.e. when to use / when do not use.
