Removal of cloud handwriting and character palette support

In connection to my recent edit, the following are also related to the removal of said tool(s):

• Current mozc maintainer responding to one of Gentoo package maintainer's inquiry on the matter
• Gentoo package maintainer appears to still be keeping an older ebuild where it still has said tools

When I revamped this page last year, I only got to do it for section 1 and part of section 2 and never touched sections 3 & 4. Unfortunately, these latter sections are quite old and contain quite a few inconsistencies and/or redundant information; case in point, the removal of handwriting support which as you very correctly said happened almost a year ago.

At the same time, I also think that the part about the UT2 and NEologd dictionaries should actually be completely removed and the relevant table entries updated (aka also removed) accordingly, because nowadays both these dictionaries are completely deprecated in favor of UT and the AUR packages based on them have long since been left unmaintained (and probably broken in one way or another).

So in a nutshell, all this probably calls for a second general revamp of this page. I'll try to get to it in the next few days/weeks, but of course if you or whoever else feel motivated to do it sooner, please be my guest :)
